Boil parsnips in 6-8 cups of water for 15-20 minutes until fork-tender, then drain. Mash parsnips to a smooth consistency using a hand mixer or blender, and stir in butter, salt, and black pepper.
Add heavy cream and mix for 30-60 seconds until light and fluffy. Season to taste, garnish with sliced green onions and additional butter if desired.
