Preheat the oven to 425°F and line a large rimmed baking sheet with parchment paper.
Bring a large pot of generously salted water to a boil. Add the halved potatoes and boil for 5-7 minutes, or until the edges are beginning to soften but the centers are still firm. Drain thoroughly and allow the potatoes to steam dry for about 5 minutes.

Transfer the potatoes to a large mixing bowl. Add 2 tablespoons of the olive oil, garlic powder, kosher salt, and black pepper. Gently toss until evenly coated.

Arrange the potatoes in a single layer on the prepared baking sheet, leaving a little room between each piece. Roast for approximately 25 minutes, or until they are beginning to brown.
Remove the baking sheet from the oven. Drizzle the potatoes with the remaining tablespoon of olive oil and add the minced garlic, rosemary, thyme, and parsley. Gently toss to distribute the garlic and herbs evenly.

Return the potatoes to the oven and roast for about 5-10 minutes more, or until fork-tender with deeply golden, crisp, caramelized edges.
Transfer the potatoes to a serving dish and garnish with additional fresh parsley, if desired. Serve immediately.
